The Container, "CN=Deleted Objects" has objects which has the attribute "IsDeleted" set to "True". It is managed by System. These deleted objects are waiting to be "Garbage collected". By default this process runs every 12 hours on each DC.

Uncheck that and then try to delete. You do not have sufficient privileges to delete AD object or this object is protected from accidental deletetion.
